Conspiracy is a secret plan by a group to do something unlawful or harmful.
Intervention is the act of interfering with the outcome or course especially of a condition or process (as to prevent harm or improve functioning).
Politically intervention is interference by a state in another's affairs as many states invade, conquer, strike as imperialist etc in a negative way or as globalization, Internationalism, International Cooperation, International trade, Neo-liberalism, WTO etc in a positive way.
Conspiracy is a negative thing while a doctor or a teacher can intervene but can't conspire.
The recent explanation of differentiating both must be understood in this backdrop. However, the blame or claim of conspiracy by a foreign government is never proved while reporting of a conversation by an official of one country by another country is not the stance of of the alleged conspiracy or intervention of the country blamed for it.
If there is a report, then usually a démarche is given but it's a political step or initiative not a legal act or a proof of conspiracy or intervention.
According to Psychology, the belief in conspiracy theories and paranoid ideation are often treated as almost synonymous. One potential underlying factor could be the well-known jumping to conclusion (JTC) bias, the tendency of persons with delusions to perform hasty decisions that are sometimes based on little evidence.
Furthermore, a preference for a more intuitive general thinking style, as opposed to an analytical thinking style, could be an additional underlying cognitive factor of both conspiracy theories and paranoia.
Logical and analytical people never go for conspiracy theories. They base their conclusions on hard and clear facts.
