MG Motors Import Scam – Nexus between Azam Khan, ex-Secretary to the PM,  

MG Motors Import Scam – Nexus between Azam Khan, ex-Secretary to the PM,  Tariq Huda, Member (Customs-Operations) FBR  and Javed Afridi (MG Motors)

During last year, around 10,000 luxury vehicles have been imported by M/S MG Motors, Pakistan.

The vehicles were highly under invoiced. Most interestingly the declared value of a complete vehicle was drastically less than even the CKD kits of the same vehicle in CBU form. That interestingly means that a vehicle in finished form was cleared at a value even less than

its unassembled components at Karachi Port!!    

Mr Azam Khan and Mr. Tariq Huda acted in close collaboration to extend illegal benefit to Mr,Javed Afridi (MG Motors)  and their close nexus was well known during the previous regime. Accordingly, Mr. Tariq Huda being Member

personally pressurized the officers at Customs clearance Collectorates in Karachi who resisted for such clearances to ensure that the vehicles are cleared at the highly under-invoiced declared value. The loss due to under-assessment is around Rs. 8-10 Billion.

 Facts:

 

(1) Initially over 1000 vehicles were cleared on verbal directives of the Member operations at declared value of MG vehicles @ $ 11000 per CBU.

(2) At Lahore Dry Port the CKD kits of the same vehicle was being cleared @ $16000 per vehicle.

(3) The Directorate of Post 

Clearance Audit clearly pointed out the heavy under -invoicing in this case. However, it was blatantly ignored by the clearance Collectorates

 4) In order to cover up the issue a Committee comprising of the 3 Collectors of Customs appraisement (East/West/PMBQ),Karachi was constituted who submitted a report to the Board thereby determining the value of vehicles @ US$ 12,400

5) The contravention cases made on the basis of investigative report by the PCA were sent for adjudication wherein the Collector (Adjudication), another subordinate to the Member Customs (Operations) vacated the Show cause notices and decided the cases in favor of the  Importer

6) The officers who resisted under invoicing of vehicles were penalized by Tariq Huda and all of them were sidelined as is evident below:
