 مہاجرین کی وطن واپسی سے متعلق ایک اعلیٰ سطحی اجلاس

وزیراعظم پاکستان کا افغانستان کے ساتھ تعلقات پر صوبائی اتفاق رائے کی کوشش، غیر قانونی باشندوں کی بے دخلی کے فیصلے سے آگاہی

اسلام آباد میں آج وزیراعظم محمد شہباز شریف کی زیر صدارت افغان مہاجرین کی وطن واپسی سے متعلق ایک اعلیٰ سطحی اجلاس منعقد ہوا۔

اجلاس میں چیف آف آرمی اسٹاف فیلڈ مارشل جنرل سید عاصم منیر، وفاقی وزراء، وزیراعظم آزاد جموں و کشمیر، پنجاب، سندھ، بلوچستان اور گلگت بلتستان کے وزرائے اعلیٰ، خیبر پختونخوا کے وزیراعلیٰ کے نمائندے اور وفاقی و صوبائی اعلیٰ حکام نے شرکت کی۔

وزیراعظم نے کہا کہ وفاق، خیبر پختونخوا حکومت کو عوامی فلاح و بہبود اور ترقی سے متعلق تمام معاملات میں مکمل تعاون فراہم کرے گا۔ وزیراعلیٰ خیبر پختونخوا سہیل آفریدی کی عدم موجودگی میں صوبے کی نمائندگی جناب مزمل اسلم نے کی۔

وزیراعظم نے اجلاس سے خطاب کرتے ہوئے کہا کہ پاکستان نے ہمیشہ افغانستان کے ساتھ مشکل وقتوں میں ساتھ دیا ہے۔ "دہائیوں تک پاکستان نے لاکھوں افغان مہاجرین کی میزبانی کی اور اپنے افغان بھائیوں اور بہنوں کو ہر ممکن سہولت فراہم کی،" انہوں نے کہا۔

انہوں نے اس امر پر افسوس کا اظہار کیا کہ پاکستان نے دہشت گردی کے خلاف جنگ میں ہزاروں قیمتی جانوں اور اربوں ڈالر کا معاشی نقصان برداشت کیا۔

وزیراعظم نے اس بات پر تشویش ظاہر کی کہ حالیہ دہشت گرد حملے افغان سرزمین سے کیے جا رہے ہیں اور ان واقعات میں افغان شہریوں کے ملوث ہونے کے شواہد سامنے آئے ہیں۔ انہوں نے بتایا کہ نائب وزیراعظم و وزیر خارجہ، وزیر دفاع اور دیگر اعلیٰ حکام متعدد بار کابل جا چکے ہیں تاکہ افغان عبوری حکومت کو اس امر پر قائل کیا جائے کہ افغان سرزمین پاکستان کے خلاف دہشت گردی کے لیے استعمال نہ ہونے دی جائے۔

انہوں نے کہا، "پاکستان کے عوام، جنہوں نے دہشت گردی کے خلاف جنگ میں بے پناہ قربانیاں دی ہیں، اب سوال کر رہے ہیں کہ آخر کب تک ملک افغان مہاجرین کا بوجھ اٹھاتا رہے گا۔"

وزیراعظم نے ہدایت کی کہ تمام صوبائی حکومتیں اور متعلقہ ادارے قریبی رابطے میں رہتے ہوئے غیر قانونی افغان باشندوں کی جلد اور منظم واپسی کو یقینی بنائیں۔

انہوں نے افغانستان کی جانب سے حالیہ سرحدی حملوں پر تشویش کا اظہار کرتے ہوئے پاکستانی افواج کے موثر اور مضبوط ردعمل کو سراہا، اور فیلڈ مارشل سید عاصم منیر کی قیادت میں فوج کی پیشہ ورانہ صلاحیتوں کی تعریف کی۔

وزیراعظم نے کہا کہ افواجِ پاکستان نے ہمیشہ اپنی پیشہ ورانہ مہارت اور بہادری سے وطن کا دفاع کیا ہے، جیسا کہ بھارت کی جارحیت کے موقع پر ان کی صلاحیتوں نے بارہا ثابت کیا۔

اجلاس کو بتایا گیا کہ 16 اکتوبر 2025 تک مرحلہ وار طور پر مجموعی طور پر 14 لاکھ 77 ہزار 592 افغان شہریوں کو واپس بھیجا جا چکا ہے۔ اب غیر قانونی مقیم افراد کے قیام میں مزید توسیع نہیں دی جائے گی، اور ان کی واپسی فوری طور پر یقینی بنائی جائے گی۔ صرف وہ افغان شہری جن کے پاس درست پاکستانی ویزے ہوں گے، قیام کی اجازت پائیں گے۔

مزید بتایا گیا کہ واپسی کے عمل کو تیز کرنے کے لیے سرحدی راستوں کی تعداد میں اضافہ کیا جا رہا ہے۔ اجلاس کو یہ بھی آگاہ کیا گیا کہ غیر قانونی افغان باشندوں کو پناہ دینا یا چھپانا جرم ہے، اور قانون کی خلاف ورزی کرنے والوں کے خلاف سخت کارروائی کی جائے گی۔ عوام سے بھی تعاون کی اپیل کی گئی کہ وہ کسی بھی غیر قانونی افغان کو پناہ نہ دیں۔

وزیراعظم نے ہدایت دی کہ وطن واپسی کے دوران بزرگوں، خواتین، بچوں اور اقلیتی افراد کے ساتھ عزت و احترام کا سلوک یقینی بنایا جائے۔

اجلاس کے اختتام پر شرکاء نے متفقہ طور پر فیصلہ کیا کہ اجلاس میں پیش کی گئی تمام سفارشات پر عمل درآمد کو یقینی بنایا جائے گا۔ وزیراعظم نے تمام صوبوں سے اپیل کی کہ وہ افغان مہاجرین کی باعزت اور بروقت واپسی کے عمل میں مکمل تعاون فراہم کریں۔

Prime Minister of Pakistan Seeks Provincial Consensus on Relationship With Afghanistan, Informs of Evicting All Undocumented Settlers

A high-level meeting on the repatriation of Afghan refugees was held under the chairmanship of Prime Minister Muhammad Shehbaz Sharif in Islamabad today.

The meeting was attended by Field Marshal Syed Asim Munir, Chief of Army Staff; federal ministers; the Prime Minister of Azad Jammu and Kashmir; chief ministers of Punjab, Sindh, Balochistan, and Gilgit-Baltistan; a representative of the Chief Minister of Khyber Pakhtunkhwa; and senior federal and provincial officials.

The PM emphasized that the federation stands ready to assist the Khyber Pakhtunkhwa government in all matters of public welfare and development.

In the absence of Chief Minister KP Sohail Afridi, the province was represented by Mr. Muzzammil Aslam.

The Prime Minister reiterated that Pakistan has always stood by Afghanistan during difficult times. “For decades, Pakistan has hosted millions of Afghan refugees and extended every possible support to our Afghan brothers and sisters,” he said. He highlighted that Pakistan has suffered thousands of lives lost and billions of dollars in economic damage during the war on terror.

Expressing concern over recent terrorist attacks launched from Afghan soil, the Prime Minister said the involvement of Afghan nationals in such incidents is deeply troubling. He noted that the Deputy Prime Minister and Foreign Minister, the Defence Minister, and other senior officials have undertaken multiple visits to Kabul to urge the Afghan interim government to prevent the use of Afghan territory for terrorism against Pakistan.

“The people of Pakistan, who have made immense sacrifices in the fight against terrorism, are now asking how long the country must continue to bear the burden of Afghan refugees,” he remarked.

The Prime Minister directed that all provincial governments and relevant institutions work in close coordination to ensure the swift and orderly repatriation of all illegal Afghan residents. He also expressed concern over recent cross-border attacks from Afghanistan and commended the Pakistan Armed Forces for their strong and effective response under the leadership of Field Marshal Syed Asim Munir, Chief of Army Staff.

He lauded the Armed Forces of Pakistan for their professionalism and bravery in defending the nation, recalling their proven capability during past acts of Indian aggression.

The meeting was briefed on the progress of refugee repatriation. It was reported that, as of October 16, 2025, a total of 1,477,592 Afghan nationals had been repatriated in phases. No further extensions will be granted to illegal residents, and their return will be ensured promptly. Only Afghan nationals holding valid Pakistani visas will be permitted to stay.

Authorities are expanding the number of exit points along the border to facilitate faster repatriation. The meeting was informed that harboring or accommodating illegal Afghan residents is a criminal offense, and strict legal action will be taken against violators. Public cooperation will be sought to ensure that no one shelters undocumented Afghans in violation of government policy.

The Prime Minister instructed all authorities to ensure that elderly persons, women, children, and minorities are treated with dignity and respect throughout the repatriation process.

Concluding the session, the forum unanimously decided that all recommendations presented during the meeting will be strictly implemented. The Prime Minister requested the provinces to extend full cooperation in ensuring the dignified and timely repatriation of Afghan refugees.
